Welcome to Diamond Valley’s new Municipal Development Plan
A Historic Milestone for Diamond Valley
On October 1, 2025, Town Council officially adopted Diamond Valley’s first-ever Municipal Development Plan (MDP)!
This foundational document serves as the community’s roadmap for the future, guiding how our town will grow, develop, and thrive for years to come. From housing and infrastructure to parks, business opportunities, and sustainability, the MDP sets the vision for building a strong, vibrant, and resilient Diamond Valley.

BUILDING OUR FUTURE TOGETHER
The Town of Diamond Valley has been on an exciting journey to create our first Municipal Development Plan (MDP), a roadmap that will guide our community’s growth and development over the next 20+ years. This plan marks a significant milestone for our town.
The MDP reflects the values and aspirations of Diamond Valley’s residents, directing development in a way that respects our history and heritage while encouraging connection and unity within a fiscally responsible framework.
WHAT IS A MUNICIPAL DEVELOPMENT PLAN?
A MDP is a high-level policy document the Province of Alberta requires through the Municipal Government Act.
What does the MDP do?
The MDP will help direct the location of different land uses in the community, including residential, commercial, industrial, parks, and open spaces.
The MDP will also show where development could take place, and justify why, considering:
- The environment,
- Protection of nearby agricultural operations,
- The availability of built infrastructure (roads, water, wastewater, and stormwater),
- The fiscal impact on the Town.
Key areas
The new MDP will create a vision for the future by tackling our Town’s most pressing topics, including:
- Land Use Management
- Defining where new residential, commercial, and industrial developments will occur, while protecting natural landscapes and maintaining our town's unique heritage and character.
- Transportation and Infrastructure
- Planning for safe, efficient, sustainable transportation networks and essential infrastructure like water, sewer, and waste management systems.
- Housing and Community Services
- Encouraging a diverse range of housing options and services to meet the needs of all residents, from young families to seniors and capitalize on existing infrastructure.
- Economic Development
- To build a strong, resilient local economy, we must support local businesses, attract new investments, and create job opportunities.
- Environmental Stewardship
- Integrating environmental stewardship into all aspects of planning to protect the natural environment.
- Parks, Recreation, and Cultural Spaces
- Enhancing our parks, recreational facilities, and cultural spaces to foster community connections and improve the quality of life for all residents.
- Managing our Tax Base and Service Delivery
- Efficiently managing our tax base to support municipal services while balancing the needs of residents and businesses.
How Does the Municipal Development Plan Fit into Alberta Legislation?
- The Municipal Government Act (MGA) is a statutory document in Alberta that sets the direction for how municipalities govern and plan for growth.
- Section 632 of the Municipal Government Act requires that every council of a municipality adopt a Municipal Development Plan through a bylaw.
- Each lower-level plan must comply with the plans above it (refer to the diagram above).
A MUNICIPAL DEVELOPMENT PLAN MUST CONTAIN:
- The future land uses for future development;
- Policies relating to the co-ordination of land use, future growth patterns, and other infrastructure with adjacent municipalities if there is no Intermunicipal Development Plan;
- Policies relating to the provision of transportation systems and municipal services;
- Policies compatible with the subdivision and development regulations;
- Policies regarding the protection of agricultural operations; and
- Policies regarding the provision of municipal, school or municipal and school reserves.
A MUNICIPAL DEVELOPMENT PLAN MAY CONTAIN:
- Matters relating to the physical, social, environmental, financial, or economic development of the municipality;
- Proposals for financing and programming of municipal infrastructure;
- Policies regarding the provision of conservation reserves; and
- Statements regarding the municipality’s development constraints.
Crafting an MDP means weighing different factors that help influence and guide policy. The image below shows some of the factors considered when developing an MDP.

The MDP is being led by Town Administration and Council, with support from our selected planning consultants, V3 Companies of Canada and Bluerock Planning.
